The user properties of the config overlay are not visible for the schema.xml. I
provided a sketch of a patch which allows the user properties of the config
overlay to be used by the schema.xml by using SolrConfig instead of Config for
it.
The tests are not working, because SolrConfig requires a lucene match version.
