Added a new test for shard splitting with the policy framework. Fixed two bugs,
# the collection name was not being passed to the policy during shard splits
# the createNodeSet and therefore the target node hint was not being passed to 
policy

TODO:
# Add support for multiple hints so that the complete createNodeSet can be 
passed in for create collection commands.
# Tests for more APIs that use policy
