I was just following the process for preparing for a "First Production
Release". If it is done after the release then then documentation needs to be
updated to reflect that. In the meantime I will continue to put JIRA fix as
a component of MOJ.

Hi Garvin,
Only released projects get their own jira-entry.
Sandbox and pre-release projects are components of MOJO.
You should have the rights to create such components yourself.
