Thanks for updating this. I remember partially reviewing this mammoth 200
file+ diff last week and left it midway. I completed it now. Apart from the
name change, I do see few other files which have additional changes.
Overall looks good to me. Approved it.

Hi MXNet community,
I have an open PR for updating the website in the v1.9.x branch to
reflect that we have graduated as a TLP. I'm making these changes
first in the v1.9.x branch (since this branch is used for the default
website version,) and will port to v1.x and master branches after
merge.
