Looks like there was a similar problem that was seen before, we didn’t have
time to debug the issue so we terminated all the problematic instances and
rebooted Jenkins master. We’ll have to swing back around and take another look
at the issue later.

I'm waiting for some PRs to finish validating, but it seems like there are
some issues with the UNIX CPU and GPU workers in CI. Is this a known
problem? Some jobs have been in the queue for more than 8 hours.
