to build a snapshot, but the build fails.

By 'uncommenting' you mean disabling the
maven-project-info-reports-plugin by comments? Because there aren't any
comments in these sections right now.
Perhaps you can try to force the update of the plugin by -U or try

this was my fault, i skipped the maven install part because i already
have maven 2, but it was 2.0 and the 2.0.1 is needed.
After installing maven-2.0.1 it builds now.
