The subversion repo has been set up for the PPMCs, but I'm afraid I don't
have the permissions to make changes there. Would there be any volunteers
that I could pass on the credentials, so that it can be shared among the
PPMCs?

What about Twitter account credentials, associated information to recover
the password, security questions, etc.? It would be best to request a
PPMC-private space from Infra in the Subversion repository (git doesn't
have access control) to
