Yes, Light NetCAT X.Y means that we only "wake up" tribes which got some
new feature(s) since NetBeans X.Y-1 release. So, if X.Y contains no new
features except bug fixes, there will be no Light NetCAT for that version.

means 'we are all NetCAT, together, i.e., no dedicated NetCAT process, but
everyone on all mailing lists kicking the tires, especially in areas where
work has been done'.
