I just merged the PR.
some noteworthy points additional to the original tweaks:
- php job on windows hit the the 32k process arg limit mostly due to
classpath size and couldn't spawn JVMs anymore, added windows specific
workaround which symlinks shorter paths
- labels are now required on PRs
planning to finalize the CI PR and merge it right after the GraalJS
PR(s) #7248, so that it is active before branching.
