If the file is in the branch, i.e., already in the repository, then it
has been donated and it's ok to replace the Oracle/Sun license and to
replace it with the Apache ASF license.
If a file is not in the branch, i.e., if you copy it from somewhere
else, then it is _NOT_ ok to add
