The NetBeans home page

has a link "filing issues" in the Participate box:

https://issues.apache.org/jira/projects/NETBEANS/summary

that winds up on a JIRA page which (unless you have an account and are
logged in) shows the error "This gadget cannot be displayed on your
dashboard...". This seems unhelpful for users who want to file issues.
Should it maybe point here instead?

And shouldn't that page mention that you need a login? Otherwise users
will never see the "Create" button.
