I was trying to debug something today where I was dynamically registering some IRQs and I was trying to figure out what was wrong because they did not show up in /prov/irqs. This seems to be the expected behavior, but I am not sure why we would not want to show all the registered IRQs just because they have not yet been triggered. The /proc interface is more likely to be used for capturing diagnostic information I would be in favor of dropping this restriction
