I pushed some changes that significantly reduce the number of lines
changed and also the possibility of breakage:
- merged back UtilValidateDateTime and UtilValidateEmpty into UtilValidate
- moved some methods from *Runtime -> former class.

given the time gone by I am thinking about if we should do an early 24.x
release instead of 22.01. 22.01 sounds quite old with the year 2024 just
a few days ahead.
But yes, it would be great to have a new stable release out soon.

I know that I go out from my cave :D, there was a lot of work on the
OFBiz improvement quality this year on groovy and deployment process.
I saw two issues [1][2] to solve before run a release process. Do you
saw other element before try to release the 22.01.01 ?
