[dev] buildbots: run autoconf before configure for CWS builds

Hi, since builds on buildbots fail from time to time in the configure step (or afterwards due to a broken configure script) I suggest to run autoconf (in the right version) on each CWS build. The reason is that the configure.in is somewhat sensitive to certain versions of autoconf and that
