since builds on buildbots fail from time to time in the configure step
(or afterwards due to a broken configure script) I suggest to run
autoconf (in the right version) on each CWS build.
The reason is that the configure.in is somewhat sensitive to certain
versions of autoconf and that

So ether it was inserted in your build or the guard around the commands
actually building it has been removed in solenv/inc/*.mk
