Basically it is described in
http://l10n.openoffice.org/L10N_Framework/iso_code_build2.html
though some information may be outdated, we'll rework the pages. More
up-to-date information is available from the khmeros pages, first link
in the Links section.

As you didn't mention which language you plan to work on, you should
also take a look at
http://l10n.openoffice.org/languages.html
to see whether someone is already working it.
