I got a little further...
Q: How could I get further with this. Should I ditch DOS, use Eclipse, use
*.osm instead of *.osc files?
Any hints appreciated.
BTW, All I am after at present are the maxspeed nodes in *.sql format if
anyone wants a side job

Ok, 'any idea what this error is?
Task 2-way-key-value does not support data provided by default pipe stored
at level 1 in the default pipe stack.
Yep, --read-xml takes .osm files and --read-xml-change takes .osc
files (in your log you use --read-xml).

Newbie of course.
Installed on Vista in c:\osmosis\osmosis-0.31
Tried this:
c:\osmosis\osmosis-0.31\bin osmosis.bat -jar osmosis.jar --read-xml
20090822-20090823.osc --way-key-value keyValueList=node
says
arg1 is an unspecified argument.
(I am trying to get nodes somehow...)
