Note that 2020 is a good 2.5 years away, a long enough time to repackage
P2 for desktop use and or perhaps start on yet another in-browser editor.

Not at all. In-browser Flash Player is dead but the Adobe AIR desktop runtime
continues. If you look at the Potlatch changelog, several recent commits
were with the express intention of enabling P2 to work as a desktop app
after Flash Player's inevitable demise.

So I guess that’s it for Potlatch? I still use it when I wanted to edit the
woodland without turning it into a multipolygon while splitting the ways for
retracing, and where I wanted to make a gap between two connected polygons to
add, say,
