Most OpenStreetMap maps use the Natural Earth boundary data for showing national boundaries at the lowest zoom levels. On
http://www.imagico.de/map/boundaries_download_en.php you can now find a replacement for that based on OSM data and simplified specifically for the common web map zoom levels. Also the maritime boundaries are trimmed to where they are actually useful.
