on http://wiki.openstreetmap.org/wiki/TMC/TMC_Import_Germany#automatic_import I sketched out an algorithm for doing the import of the TMC road-network into OpenStreetMap. Can some of you please have a look at it? Especially the cases when relations for streets are not present in OSM.
