I've put it aside this for the moment, but not before coming to
conclusion that osm2pgsql.exe is always throwing this (deceiving
authentication problem) message regardless of the real connection
problem (eg socket not open). Or so it seems.

osm2pgsql tries to connect to the local database and if it gets rejected
by Postgres
Maybe I can help. I have good expertise on postgres/postgis security.

Presumably you edited the pg_hba.conf, did you signal the postmaster
to reload it (pg_ctl reload).
Can you login normally? with psql...
