section in the original doc. They were the closing paragraphs of the
document. I haven't thought of a good heading for them, though. Maybe
"design"? Thoughts?

and your check here. One solution would be to just use OVS_WAIT_UNTIL() to
wait until the test passes (or we eventually give up that it's never going
to pass, because we've given it enough time).

appears to be the only place
consider_neighbor_flow() is used, so it's not clear there is any value for
having match passed in as an argument at all.
