I wish to remain part of PMC.

Regarding BookKeeper bylaws, BookKeeper has them because ZooKeeper had
them when we branched off, and my understanding is that zookeeper had
them, because hadoop had them when they branched off. As far as I'm
concerned, they're unnecessary given the default asf bylaws, but
that's a discussion for another list.

This is the third Pulsar release after entering the Apache Incubator.

Pulsar is a highly scalable, low latency messaging platform running on
commodity hardware. It provides simple pub-sub semantics over topics,

Hi all,

since we have released pulsar-1.20.0-incubating, a lot of fixes have been
committed.
Though we don't have many new features, some of the fixes or improvements
are significant and I think it would be good to create a release so that
people trying out Pulsar won't encounter them.

In particular, I'm thinking of :
 * Enhancements to Kafka API wrapper to have it work with Kafka's own
benchmark tools
 * Fix to C++ partitioned consumer client
 * Several fixes and improvements related to the namespace bundles

Even though it's mostly fixes, I think it would still make sense to call
the release 1.21.0 rather than 1.20.1.

My opinion would be to close the 1.21 soon (~1week timeframe). Please
propose any changes that you think should get included.

Thoughts? Anyone wants to volunteer as a release manager?

As a way to improve community involvement and also to have a better
internal
documentation I would like to propose to adopt the PIP model that many
projects
follow.

Here, PIP would stand for "Pulsar Improvement Proposal" and would consist
in creating design documents in the Wiki with a sequential id.

The document doesn't need to be a super-detailed specification, but should
explain all the design points, reasons for choosing a determined solution,
rejected alternatives and allow for other contributors to understand the

The advantage would be to have a preliminary discussion and gather feedback
on the design itself and also have the proposals there as a reference.

In some cases the design has been discussed over "issues" or PRs but then
later it's more difficult to understand the whole picture, since the
