Grammar for qpid-config and qpid-route are inconsistent.

The grammar for these two useful tools is inconsistent. Ti would be better if
they were more consistent.
qpid-route <object> <verb> etc.
qpid-tool <verb> <object> etc.
I kinda prefer qpid-tool's grammar.
