Should the 0.8 client distributions include qpid-config, qpid-tool, etc?
Currently, you only get them if you install the complete distribution,
but Programming in Apache Qpid assumes they are available. For instance,
the Addresses chapter uses qpid-config extensively:
$ qpid-config add queue

No, I don't think so. However I do think they should be available as a
separate artifact. All that requires is running ./setup.py
