qpid-config and 0.8 client distributions

Should the 0.8 client distributions include qpid-config, qpid-tool, etc? Currently, you only get them if you install the complete distribution, but Programming in Apache Qpid assumes they are available. For instance, the Addresses chapter uses qpid-config extensively: $ qpid-config add queue
