AIUI, the maintainer is the person that people can bug about the contents of
the DOAP file. It isn’t necessarily the PMC Chair.

In the DOAP file, @Alex Harui is listed as the project
"maintainer". Should that be the current PMC chair?
This document lists the current version of the software, so it should be
updated each time we publish a new release.

Are you saying we don't have a DOAP file? It would be great for a volunteer to
put one together. And if we still need to be manually listed after we have a
DOAP file, that makes sense to me too.
