AIUI, the maintainer is the person that people can bug about the contents of
the DOAP file. It isn’t necessarily the PMC Chair.

"maintainer". Should that be the current PMC chair?
This document lists the current version of the software, so it should be
updated each time we publish a new release.

put one together. And if we still need to be manually listed after we have a
DOAP file, that makes sense to me too.
