Where specifications exist, they are mostly attached to the issues. For smaller or more obvious changes, it's often just a discussion thread on the ux-discuss list, or some comments in the issue. Some are also in the wiki at http://wiki.services.openoffice.org/wiki/Calc/Drafts. Are you looking for anything in particular?
