I removed them because spamc -H bug is still unfixed, why distribute a test
that will never succeed..
I get some fails on mkrules on older distributions. Why include them as
mkrules isn't even used outside trunk/4.0?

With latest committed fixes, I've quite successfully tested these using only
distro provided perl/modules.

I've replaced every use of Category that was used to tag a page with the
label and replaced the use of any more <> that I could find.
The last notice I saw from Infra said that they intend
