Committed many test fixes more. And sa-compile was broken for perl <5.14.
With those done, tests look ok for many perl 5.10 - 5.28 versions I tested.

Centos 7 to mimic out of the box experience for lot of users. That might
explain the potential blocker I literally just posted.

Historically this was done periodically - it's not been done for a long time.
I've been working on the QA system - it's definitely feasible to get all of the
rules going past the QA eyes and a score assigned automatically.
