No rule that matches a string of exclamation marks is in the current default ruleset or any testing sandbox. If there was such a rule in mid-2013, we would need a specific rule name to determine when and why it was removed. The most likely reason would be that it was a low-performing rule which did more harm than good. The nightly rule QA process identifies such problematic rules and disables them.
