Yes. I could put a note in JIRA about it, but 5.5.27 would not
download successfully. I tried many times. I could only get 5.5.26 to
work with cargo. Any tips?

Considering the fact that promote 1.3.10 (or 1.3.9) as GA is very
important (obviously if 1.3.10 is ok) because 1.3.8 contains severals
major bug (https://issues.apache.org/struts/browse/STR-3015) that
will lead to a 1.3.8a version. In fact the last good version (1.3.9) is
