I've changed the subject to not to mess with the Vote.
In my opinion removing Javassist as a dependency for OGNL was a
mistake. It's the direct dependency and handling that on Struts 2
level generates more problems then it should. I'm planning to put back
Javassist as OGNL dependency. And prepare

Yes, you can use
org.apache.struts2.dispatcher.mapper.PrefixBasedActionMapper to cause
different portions of the url space to be mapped to actions/parameters
by different action mappers.
