The release has been submitted for mirroring. Here's a draft

The Apache Struts group is pleased to announce that Struts 2.0.11 is
available as a "General Availability" release.

Struts 2.0.11 is now rated at GA, and I will proceed to announce the release.

All that we need to do is move the files from /www/p.a.o/builds/struts
to /www/www.apache.org/dist/struts, wait a day for the mirrors to
refresh, and announce it (step 12). The bits remain the same.
