I hate to bring this up, but I noticed the release plan has Struts 1.3
depending on commons-validator 1.1.4, and well, that isn't entirely
correct. As far as I can tell, 1.1.4 was released before June, when I
committed a few patches - 191324 and in particular 191270 which helps to
address issue http://issues.apache.org/bugzilla/show_bug.cgi?id=35127
Now, if we decided to just ignore that issue, then afaik, 1.1.4 would be
good enough for an alpha quality release I suppose.
