We just have fixed file monitoring and reloading in recent versions including
2.5.18. I think the last modified date of one or more of
XmlConfigurationProvider.loadedFileUrls has changed maybe by google cloud or
something else?

It only happened locally but now it works, maybe it was some mismatch
of JARs. Anyway the issue is gone now :)
