TLD of Tags in Struts2

Hi, I'd like to know how Struts2 generate your tags TLD. I saw that there is a annotation called '@StrutsTag' that you can configure this information, however where the TLD is effective generated? Velocity generate it to me? How? Is there any template to generate it? Regards.
