Given that 0.28.1 isn't a very good release and 0.29.0rc7 is a more stable
release, I would be supportive of that as it will take us some time to
organize and execute an official ASF release.

The latest we have in Pypi is 0.28.1 and it's old and not a great release.
The question is whether it's ok to make a non-ASF release at this time?
