Patch using a new OpenSSL init API
OpenSSL >= 1.1.0 uses new initialization concept by
replacing all those initialization calls with single OPENSSL_init_ssl call.
Tomcat native using OpenSSL 1.1.1 hangs inside initialize on Windows platforms.
Using new API it works
