Wasn’t the ruling from IPMC that the word “incubating” must be in the artifact 
names? I still see “incubation”.

I still personally think you should also include the version number in the 
top-level directory that the tar-ball unpacks into. So, like

        incubating-trafficcontrol-1.8.0


Also, while I’m bike shedding, wouldn’t a name like this make more sense?

        trafficcontrol-incubating-1.8.0
