specify release plugin version 2.0 to get support for "flat" hierarchies

The version of the release-plugin selected by the Apache common POM version 7
is 2.0-beta-9 which doesn't have the fixes needed to support "flat" hierarchies
(see http://jira.codehaus.org/browse/MRELEASE-261 ). This is fixed in 2.0, and
2.0 has been out since January 2010 (no longer in beta) - so switch to that
version.
