Issue was how tenant config context is retrieved in
MultiTenantMessagerReceiver. Was able to get a fix by using the
ThreadLocalCarbonContext. Will be fixed from carbon 4.0.3 onwards.

Here is what I did:
1. Downloaded, unzipped and ran AS
2. Went to feature manager, added the online P2 repo and then installed
Governance feature category, by clicking at the top level
3. Re-started the server
and it crashed down :(

When you want to pass the tenant idle time, you have to pass it on the
command line at server startup like -Dtenant.idle.time. Why is this a
startup parameter and not an entry in carbon.xml?

You can see this behavior clearly when you deploy a bunch of services
and run a jmeter test for the whole bunch. To get all services deployed
in workers, you need to run the test multiple times. Everything won't
get deployed in the first run.
