[Dev] NPE when generating application access tokens through oauth endpoint

Hi Team, We are getting NPE when we generate application access token from API Manager store user interface. This issue is there because issue in addUserAttributesToCache() method in AccessTokenIssuer class. We temporary fixed this by doing null check for getUserAttributesId vale of cacheKey
