As per the current implementation, policies have to be applied on service level in order to take place necessary changes to the service. From carbon-identity 4.6.0 onwards a service parameter has been introduced to apply policies to all bindings. Ie if the policy is only applied to service level and if the particular service parameter is present, the policy will be removed from service level and will be applied to all bindings.
If you want to add policies to all bindings set service parameter "applyPolicyToBindings" to true.
