Super admin does not subscribe to cartridges in Stratos 2.0. Using super
admin you create tenants and those tenants can subscribe to cartridges.

This is trying to connect to the message broker. AFAIR, the Cloud
Controller was having the MB features. So, you should start Cloud
Controller first, before starting ELB.
