This seems to be a documentation issue. It should have meant the setup.sh
script inside wso2s2-iaas folder.
Please refer the README.txt which is inside wso2s2-openstack-1.0.1 folder.

I installed Stratos 2.0 and also upload multi-tenant Carbon cartridge to
Openstack.
When installation Stratos 2.0 is finish, multi-tenant Carbon cartridge auto

In Stratos 2, the super admin cannot subscribe to a cartridge. The super
admin can create other tenants, and then you can subscribe to your
multitenant cartridge with the created tenant. Please refer [1] for doing
