The problem here was, since osgi-tests is a separate module, the jacoco
plugin was unable to find the class files in core bundle for the report

We can not upload WSDL,Swagger and Policies in G-Reg-5.0.0-SNAPSHOT. This
was working in the pack which I build yesterday. I think this is happening
because of a PR[2] which has merged yesterday. JIRA created to track this.
Error in carbon console is [3].

But the file that you have pointed out, doesn't seems to include any
package level doc comment.
