Correct me if I am wrong
The config file is for the first time server startup only. At first startup
it will populate the DB and then will use DB. Changes to config wont effect
any thing after that.

No, they are stored in the DB.
There's a file named claim-config.xml in conf, but it's used at the server
startup only - to load the claim configs to the DB.
