This is the general policy, but there can be cases like 1.25 where a regression is deemed important enough to delay upgrading the Rust version used for Mozilla builds or increasing the minimum version requirement.

You can search Bugzilla for "builders rust" and "require rust" to find bugs tracking those changes respectively, such as https://bugzilla.mozilla.org/show_bug.cgi?id=1450078

This configuration is in tree, changes are made first in central / nightly and then ride the trains.
