TSF (Text Services Framework) is new API for IME on Windows. And also it
supports not only CJK-IME, e.g., speech input system, handwriting system.

This will be enabled only on Vista or later since TSF on WinXP (and
WinServer 2k3) has a lot of problems.
Additionally, currently we disable TSF when e10s is enabled since there
are some critical bugs to use IME in this mode.
This was already enabled in Nightly builds for a long time and in Aurora
builds since 38. So, if some critical bugs will be reported, we should
disable it before release.
