Not sure about "standard way", in the past I've just mailed the
infrastructure mailing list whenever it happened and included the
issues. I've done that often enough that I am now able to block people
from posting but I can't delete issues - bugzilla doesn't offer an UI
for that. Somebody from the infra team will delete the issues later.
