I have compared our git tags for 4.9.1 and 4.9.2 and 4.10.0

it seems that we missed these special "tags":

https://github.com/apache/bookkeeper/tree/release-4.9.2-docker
https://github.com/apache/bookkeeper/tree/release-4.10.0-docker

It seems that we changed something in 4.8.2 with this commit from @Ivan
